Abstract

Libia no respetó la Resolución 1970 (2011) del Consejo de Seguridad de Naciones Unidas que exigía el fin de uso de la fuerza armada indiscriminada contra la población civil. Organismos internacionales africanos o árabes o musulmanes, además de la UE y la OTAN, exigieron el cese de la violencia desproporcionada contra la población civil. El Consejo de Seguridad aprobó un limitado uso de fuerza con la abstención constructiva y responsable de los BRIC y de una táctica Alemania.
