Ciclo económico y pobreza infantil: la perspectiva de la pobreza anclada

Abstract

Las economías capitalistas crecen en forma de ciclos, con períodos de expansión y períodos de crisis. Por esto, el ciclo económico proporciona la perspectiva más adecuada para el estudio de los fenómenos sociales que tienen que ver con la economía. En este trabajo se defiende la importancia de estudiar la pobreza desde esta perspectiva. Para ello es conveniente mantener constantes los umbrales de pobreza durante todo el ciclo, “anclándolos” al principio y manteniendo unidos los efectos de las variaciones en el volumen y en la distribución de la renta. Con datos de la OCDE y de Eurostat, examinamos desde esta perspectiva la evolución de la pobreza durante el último ciclo económico, con especial atención a la pobreza infantil. Encontramos una fuerte correspondencia, pero también notables divergencias. Nos preguntamos por las posibles razones de estas divergencias. En relación con la pobreza general examinamos los cambios en la población y en el empleo. En relación con la pobreza infantil discutimos la importancia del empleo materno y de la protección pública. Concluimos con algunas reflexiones sobre las implicaciones normativas y políticas del enfoque y de sus resultados.
