Der Swiss Solvency Test: ein Vorbild für Solvency II?

Abstract

In diesem Beitrag wird mit dem Swiss Solvency Test (SST) ein mögliches Referenzmodell für die Ausgestaltung von Solvency II vorgestellt. Der SST wurde vom schweizerischen Bundesamt für Privatversicherungen entwickelt und zu Beginn des Jahres 2006 für grosse Lebens- und Schadenversicherer eingeführt. Wir möchten zeigen, dass der SST ein sehr flexibles und leistungsstarkes Regulierungsinstrument darstellt, welches eine Vorbildfunktion für die auf EU-Ebene laufenden Diskussionen haben kann. Dazu ordnen wir den SST in das internationale Aufsichtssystem ein, erläutern seine Konzeption sowie die Ermittlung des Zielkapitals. Abschliessend werden erste Erfahrungen in der Umsetzung des SST dargestellt.
