The subject of this study is the decision makers/aesthetic committees in the cortex of urban aesthetics in public spaces. Especially in our country, aesthetic notion is catted with only art and we get far away from the applications that have aesthetic value in urban life and in public spaces. In applied samples, the decision environs are being restricted as the public participation is not provided. In this study, the necessity of reflecting the common linking of all citizens, getting opinion of different sectors and participating the community to design in public spaces, that all town-dwellers are impressed is scrutinized. This study is developed in 5 parte. In the first part of tirm study, the notions in relation with the subject are dwetted upon. In the second part, aesthetic and urban aesthetic notions are defined. Also the importance of urban aesthetic is emphasized by making the conceptual openings in relation with urban art, urban planning and urban design. In the third pari by making surveys about application means of urban design, the decision makers and design controls are clarified in the context of urban aesthetics. In the fourth part, as explications about urban committee are being made, the examples from Turkey and ail over the world are given, In the fifth and last point of this study, the final point about the theme and the results are put forward. n

Bu çatışmanın konusu kamusal alanlarda kentsel estetik bağlamında karar vericiler-estetik kurullardır. Özellikle ülkemizde estetik kavramı, sadece sanat ile anılmakta ve uygulamalarda kentsel, kamusal mekanlarda estetik değerleri taşıyan uygulamalardan günden güne uzaklaşılmaktadır. Yapılan örneklerde ise karar çevresi kısıtlı kalmış ve halkın katılımı sağlanamamıştır. Bu çalışmada tüm kentlinin etkilendiği kamusal mekanlarda kentlinin ortak beğenilerinin yansıtılmasının gerekliliği ve uygulamalarda farklı sektörlerin görüşlerinin alınması, halkın tasarımın içinde olması konulan irdelenmektedir. Bu çatışma 5 bölümde gelişmektedir. Birinci bölümde, konu ile ilgili genel kavramlar üzerinde durulmuştur. İkinci bölümde, estetik ve kentsel estetik kavramiart açıklanmıştır. Ayrıca kent planlama, kentsel tasarım ve kentsel sanat ilişkisi içinde kavramsal açılımlar yapılarak kentsel estetiğin önemi vurgulanmıştır. Üçüncü bölümde ise kentsel tasarımın uygulama araçları incelenerek, karar vericilerin ve tasarım kontrollerinin, kentsel estetik bağlamında açıklamaları yapılmıştır. Dördüncü bölümde, estetik kurullarla ilgili açıklamalar yapılarak Türkiye'den ve dünyadan örnekler verilmiştir. Beşinci ve son bölümde ise, tüm anlatılanlarla ilgili gelinen nokta ve sonuçlar ortaya konulmuştur.
