Citoyenneté et espaces urbains dans les Amériques et en Europe

Abstract

Dans les villes et métropoles américaines ou européennes, la question de la citoyenneté fait un retour remarqué sur le devant de la scène. La désaffiliation croissante des groupes et des individus vis-à-vis des partis politiques et la disparition des allégeances traditionnelles ne témoignent pas d’une crise du politique mais davantage de recompositions du champ politique en faveur de l’exercice de citoyennetés plus ou moins inédites. La citoyenneté, de part et d’autre de l’Atlantique, apparaît comme le paradigme obsédant des politiques urbaines. Sa mise en exergue fonde une bonne partie de l’action publique dans les « quartiers difficiles » comme à l’occasion d’enjeux aménagistes. Aborder la question de la citoyenneté en ville par une approche comparatiste entre l’Europe et les Amériques, c’est combler un peu du creux de la recherche sur la question qu’évoquait récemment Marion Carrel (2008). L’intention et l’ambition de ce colloque sont de dégager des pistes de recherches nouvelles - ou encore peu explorées par les travaux menés actuellement en Europe ou dans les Amériques.
