Acreditación de Hospitales

Abstract

La acreditación de hospitales es una de las acciones más importantes para garantizar la calidad de los servicios de salud. No obstante que en otros países la acreditación de hospitales se viene efectuando desde hace ya cuatro décadas, en los países de América Latina se incorporó como un proceso sistematizado hasta principios de esta década. Para encontrar una mayor aceptación por la acreditación, es indispensable tener claro que no se trata de un procedimiento de auditoría y mucho menos de carácter punitivo para clausurar establecimientos. Al mismo tiempo, es necesario distinguirla de otros procesos semejantes como la habilitación, la categorización y la autoevaluación. la experiencia lograda en los diversos países donde se ha implantado, permite distinguir tres etapas para su implantación. La primera es una etapa política o de concertación entre las diferentes instituciones de los subsectores público y privada. In segunda tiene un componente técnico-administrativo que concluye con la formulación de manuales, instructivos y guía para operacionalizar la acreditación. Por último, la tercera etapa es la instrumentación operativa de la acreditación mediante equipos técnicos debidamente capacitados, de acuerdo a los lineamientos que dicte un comité o comisión «ad-hoc»

Hospital accreditation is one of the most important actions to guarantee quality in health services. Although in other countries hospital accreditation has being carried out for four decades, in Latin American countries it was introduced as a systematized process just at the beginning of this decade. In order to get a greater approval by accreditation, it is important to take into account that this is neither a sort of audit nor by any means a punitive procedure to close establishments. At the same time it is necessary to distinguish it from other similar procedures such as authorizafon, categorizaüon, and self-evaluation. The experience acquired in the different countries where accreditation has been infroduced allows distinguish three stages for its infroduction. The first one is a political or agreement stage among different institutions of public and private subsectors. The second one has a technical-administrative component ending with the elaboration of manuals, instructive books and guides to accomplish the accreditation. Finally, the third stage refers to operative instrumentation of the accreditation by duly trained technical teams, according to the rules established by an "ad-hoc" commission or committee.
