La presente tesis tuvo por finalidad presentar el diseño y formulación de una propuesta de política que permita la participación de la Marina de Guerra del Perú de manera integrada con otras instituciones del Estado, en la lucha contra el tráfico ilícito de drogas en el río Putumayo, frontera con Colombia, para el periodo 2021-2025. Para el logro de este objetivo, se ha desarrollado la problemática existente, se ha determinado las causas que la provocan y los efectos que produce sobre la población y sobre la Seguridad Nacional. Esta propuesta de diseño y formulación de política multisectorial, establece una situación futura deseada y una alternativa de solución, asimismo, define los objetivos prioritarios con sus respectivos lineamientos. Finalmente propone los servicios que deben ser implementados por la Marina de Guerra del Perú, para que de manera integrada con diversos sectores del Estado se reviertan las condiciones que provocan el tráfico ilícito de drogas en el sector de estudio. Las hipótesis establecidas en la investigación fueron contrastadas cualitativamente mediante juicio de expertos, los cuales aceptaron las mismas, considerando que el diseño y formulación de la política para la participación de la Marina de Guerra del Perú de manera integrada con otras instituciones del estado, en la lucha contra el tráfico ilícito de drogas en el río Putumayo, para el periodo 2021 - 2025, de aplicarse por parte de la Marina de Guerra del Perú, contribuiría a lograr disminuir el tráfico ilícito de drogas en esta zona.

The purpose of this thesis was to present the design and formulation of a policy proposal that allows the participation of the Peruvian Navy, in an integrated manner with other State institutions, in the fight against illicit drug trafficking in the Putumayo River, border with Colombia, for the period 2021-2025. To achieve this objective, the existing problem has been developed, the causes that provoke it and the effects it produces on the population and on National Security have been determined. This proposal for the design and formulation of a multisectional policy establishes a desired future situation and an alternative solution, also defines the priority objectives with their respective guidelines. Finally, it proposes the services that should be implemented by the Peruvian Navy, so that, in an integrated manner with various sectors of the State, the conditions that cause illicit drug trafficking in the study sector are reversed. The hypotheses established in the research were qualitatively contrasted through the judgment of experts, who accepted them, considering that the design and formulation of the policy for the participation of the Peruvian Navy in an integrated manner with other state institutions, in the fight against illicit drug trafficking in the Putumayo River, for the period 2021 - 2025, if applied by the Peruvian Navy, would contribute to reducing illicit drug trafficking in this area.
