Algunas reflexiones sobre los programas alimentarios y nutricionales: cambios y retos durante la última década

Abstract

Este texto analiza la situación de los programas sociales alimentarios y nutricionales a la luz de lo observado y aprendido durante la última década en el país, e identifica los principales retos que aún se enfrentan. Se retoma el estudio ¿Por qué no funcionan los programas alimentarios y nutricionales en el Perú? (Alcázar 2007) para revisar cómo han cambiado, y la efectividad de estos cambios. Se encuentra que, si bien se han producido avances, estos han sido insuficientes para enfrentar la anemia y la desnutrición infantil. Se ha avanzado en especial en la articulación de los programas y en la estrategia en torno a la creación del Ministerio de Desarrollo e Inclusión Social (Midis). No se ha hecho mucho en relación con los programas asistencialistas. En cuanto a programas de alimentación escolar, Qali Warma ha logrado importantes mejoras en términos de sus procesos y otros aspectos, como la calidad de las raciones que distribuye; sin embargo, enfrenta aún grandes retos, en particular para llegar más y mejor a zonas rurales y remotas. Además, este programa consume una enorme parte del presupuesto, pero las expectativas en cuanto a su impacto en el desarrollo de los niños no son claras.
