Con arreglo a la Constitución, Colombia es un Estado social de derecho, además de república unitaria “democrática, participativa y pluralista…” Sus ciudadanos han sido convocados para que elijan nuevo Presidente de la República a finales de este mes. Ocasión propicia para que todos participen porque la misma Constitución les otorga pleno derecho, y se obra conforme a disposiciones legales, en sistema electoral abierto, perfectible, en el cual pueden sufragar el rico y el pobre, el letrado y el ignorante, el conocedor de la vida electoral y el desentendido de estos procesos. La función electoral es la esencia de la democracia participativa, y en una sola fecha se decide la suerte del Estado y de la Nación, o sea el pueblo. El gobierno que surja hará bueno o malo en uso de las atribuciones que tal Constitución le otorga, para beneficio y felicidad de los habitantes del país.

According to the Constitution, Colombia is a social State of law, in addition of a “democratic, participatory and pluralistic unitary republic…” Its citizens have been summoned to elect a new President of the Republic at the end of this month. Opportunity for everyone to participate because the same Constitution grants them full right, and works in accordance with provisions legal, in an open, perfectible electoral system, in which the rich can pay and the poor, the lawyer and the ignorant, the connoisseur of electoral life and the uninvolved in these processes. The electoral function is the essence of the participatory democracy, and on a single date the fate of the State and the Nation, that is, the people. The government that emerges will do good or bad in the use of the powers that such Constitution grants it, for the benefit and happiness of the country's inhabitants.
