JUDGMENTS OF MUSTAFA KEMAL PASHA TOWARDS THE CONCEPT OF "NATIONAL WILL" IN THE ASSEMBLY OPENING SPEECHES (1923-1938)

Abstract

The concept of national will is one of the most basic principles of democracies. Mustafa Kemal Pasha adopted the principle of national sovereignty from the beginning of the National Struggle and tried to implement it. Mustafa Kemal Pasha emphasized national will as well as other issues in Assembly opening speeches which he did in every legislative session. The top issues that Mustafa Kemal Pasha over emphasized in the opening speeches of the Assembly were the concepts of the Assembly and the Republic. It was seen that he emphasized the direct relationship of these concepts with the concepts of national will, domination of the nation or national sovereignty in his speeches. Mustafa Kemal Pasha regarded the national will as a national "source of power" and cared about it in his speeches. In this respect, he emphasized the in dispensable importance of the parliamentary regime in state administration. In particular, his judgements of the concept of national will gave an idea about the practices that would take place in later periods.
