Abstract

La importancia del GN en la matriz energética peruana cuya producción es el 53% del total de la energía primaria, no se refleja en el consumo local que es solo del 15%. El Estado peruano no ha desarrollado la infraestructura necesaria para promover la utilización del GN, las concesiones de distribución del norte y suroeste a través del transporte virtual, no atienden la demanda potencial de dichas zonas, motivo por el cual se plantea el desarrollo del proyecto Ducto Costero. El DC busca atender de manera sostenible y segura dichas demandas, así como algunas centrales térmicas del norte y sur del país, mediante dos gasoductos con una capacidad total de 400 MMCFD e inversión total de US$ 1,400 millones, evaluando su beneficio económico, ambiental y tecnológico. Dada la relevancia del proyecto se requiere la participación del sector privado, así como mitigar los factores críticos identificados, a través de regulación, promoción del GN y Contratos BOOT. Como resultado de la tesis se concluye la viabilidad del DC en términos técnicos, económicos y financieros. Finalmente se extraen recomendaciones para la urgente participación del Estado a fin de impulsar mecanismos regulatorios y aseguramiento de ingresos garantizados para la ejecución del proyecto.
