Inversión en generación eficiente ante la crisis del mercado eléctrico

Abstract

La presente investigación analiza la problemática del sector eléctrico peruano relacionada con el retraso de inversiones en nuevas centrales de generación. Considerando los antecedentes normativos y las medidas adoptadas por el Estado para afrontar la crisis vigente, se identifican las deficiencias del marco legal y las limitaciones o barreras de entrada que tiene el potencial inversionista. Luego se proponen modificaciones al actual régimen legal que permitan crear un escenario más favorable para hacer posible las inversiones requeridas en nuevas centrales de generación que operen a costos eficientes. Se propone que la manera más efectiva de solucionar la crisis del sector eléctrico es promoviendo, mediante incentivos tangibles, la inversión en plantas de generación de electricidad que operen a costos eficientes. Para determinar qué tipo de planta resulta más eficiente para el sistema de licitación del suministro de energía a precio firme, se desarrollan dos evaluaciones financieras de proyectos de generación: una planta hidráulica y una planta térmica a gas natural (el gas de Camisea).
