SUMMARY The use of information tecnologies in municipalities (The sample web sites of metropolitan municipalities) KEYWORDS: `Information`, `Information Technology`, `Information Society`, `Industrial Society`, `Agricultural Society`, `E-State`, `Internet`, `Municipality` Nowodays, there has been great and important developments in so many fields. Naturally, these developments affect all the social institutions and force them to change. One of these institutions is the state which is in service of the citizen in large propotitions. It is necessary for the state to keep up with the changing and developing conditions in order to be efficient and succesful in meeting the needs of the society. The use of information technologies, which influenced the 21 th. century, in matters of state brings forth innovations in the constitution of the state. Because of the widespread use of information technologies, the perspective of e-state has replaced the perspective of the classical state. The main aim of this study is to examine the use of information technologies, the main instrument of the information era, in municipalities. Municipalities are the closest service units of the state to the citizens. Since the topic of the study is very extensive, the subject matter was narrowed down and tha use of information technologies was examined in terms of Metropolitan municipalities. In the study, to what extent the e-state system, which came to the fore by the transfer of the puplic services to the electronic environment, is practised on the web sites of the Metropolitan municipalities; that is whether the municipalitres benefit from the information technologies as is due or not, was examined by taking into consideration 24 criterion. The firs two chapters were formed by covering the books and articles about the subject in detail and then the study was concluded by studying carefully the web sites of the Metropolitan municipalities. At the end of the study it was seen that the Metropoliten municipalities do not use these web sites in an efficient and productive/beneficial manner in public services. In the firs port of the study, social changes resulted from technological advances, information society end ist characteristics were analyzed and an evaluation of information society was made. Moreover, information technologies and advances in this field were considered thoroughly and the state of Turkey in using information techondogy was explained. In the second port, the advances on the Internet and the applications related to the e-state were mentioned. In the third and last port, the web sites of the Metropoliten municipalities were evaluated according to the 24 criterion determined. XI

ÖZET Günümüzde pek çok alanda önemli gelişmeler yaşanmaktadır. Bu gelişmeler, tüm toplumsal kurumlan etkilemekte ve onları değişime zorlamaktadır. Bu kurumlardan biri de vatandaşa hizmet payı büyük olan devlettir. Devletin, toplumun ihtiyaçlarını karşılamada etkin ve başarılı olabilmesi için, gelişen ve değişen koşullara ayak uydurması gerekmektedir. 21. yüzyıla damgasını vuran bilgi teknolojilerinin devlet sisteminde kullanılması devletin yapısında değişimler meydana getirmektedir. Bilgi teknolojilerinin yaygın bir şekilde kullanılması sonucu klasik devlet anlayışı yerini, e-devlet anlayışına bırakmıştır. Bu çalışmanın temel amacı, bilgi çağının temel enstrümanı olan bilgi teknolojilerinin belediyelerde kullanımlarını incelemektir. Belediyeler, devlet yönetiminin vatandaşa en yakın hizmet birimleridir. Çalışma konusu geniş kapsamlı olduğu için, konu daraltılarak bilgi teknolojilerinin kullanımı Büyükşehir belediyeleri açısından incelenmiştir. Çalışmada, bilgi teknolojilerinin etkin ve yaygın kullanımı sonucu devlet hizmetlerinin elektronik ortama taşınması ile gündeme gelen e-devlet sisteminin, Büyükşehir Belediyeleri web sitelerinde hangi ölçüde uygulandığı, yani bilgi teknolojilerinden e-devlet gereklerine göre yararlanıp yararlanmadıkları, 24 kriter baz alınarak incelenmiştir. Konu ile ilgili ayrıntılı literatür taraması yapılarak ilk iki bölüm oluşturulmuş ve araştırma, Büyükşehir belediyeleri web sitelerinin incelenmesi ile sonuçlandırılmıştır. İnceleme sonucunda, Büyükşehir Belediyeleri hazırladıkları web sitelerini vatandaşa hizmet için etkin ve verimli bir şekilde kullanmadıkları görülmüştür. Çalışmanın birinci bölümünde, teknolojik gelişmelerin doğurduğu toplumsal değişimler, bilgi teknolojilerinin doğurduğu bilgi toplumu ve bilgi toplumunun özellikleri genel olarak değerlendirilmiş ve Türkiye açısından bilgi toplumu değerlendirmesi yapılmıştır. Daha sonra bilgi teknolojileri ve bu alanda yaşanan gelişmeler ele alınmış ve Türkiye'nin bilgi teknolojisi kullanımındaki durumu açıklanmıştır. İkinci bölümde, internet alanında yaşanan gelişmeler ve e-devlet ile ilgili uygulamalara değinilmiştir. Üçüncü ve son bölümde ise, Büyükşehir Belediyelerinin web siteleri belirlediğimiz 24 kritere göre incelenerek değerlendirilmiştir. X
