Abstract

Dal 2013, la Francia ha svolto un ruolo di primo piano nella lotta al terrorismo in Africa occidentale. Le operazioni Serval (2013-2014) - caratterizzata da una brigata da combattimento, poi Barkhane (2014-2022) - caratterizzata da una forza di installazione e da una maggiore cooperazione regionale, sono servite a bloccare l'avanzata territoriale dei GAT nella regione e a formare le truppe militari locali. L'Operazione Serval, una brigata da combattimento a vocazione antiterroristica, risponde alla richiesta di intervento delle autorità maliane nel Paese. Gli obiettivi sono chiari, le risorse impiegate consistenti e il teatro limitato al Mali. Avendo imparato le lezioni delle precedenti campagne di controinsurrezione, la Francia ha applicato la dottrina COIN in linea con la sua storia operativa. Considerata una vittoria tattica e strategica nella ritirata dei GAT, la svolta dall'Operazione Serval all'Operazione Barkhane segna l'estensione del teatro operativo a tutto il Sahel e il coinvolgimento internazionale degli attori. Si tratta di una vera e propria sfida logistica: rifornimenti, supporto, organizzazione del comando e comunicazioni vengono dispiegati in un teatro di dimensioni senza precedenti. L'approccio "3D", che comprende difesa, diplomazia e sviluppo, è essenziale. La missione di Barkhane è ridurre la minaccia terroristica a un livello accettabile e contenerla per consentire alle truppe locali di riprendere il comando. La missione EUTM dell'Unione Europea è stata concepita per addestrare le truppe maliane. La MINUSMA ha coperto l'aspetto civile oltre allo sforzo di formazione e sviluppo. Ma l'impantanamento dell'operazione Barkhane evidenzia la necessità di un cambiamento nella dottrina militare. La dottrina della contro-insurrezione può ancora essere chiamata in causa, ma non dovrebbe più essere al centro di strategie che si concentrano maggiormente sulla dottrina della stabilizzazione e su un approccio inter- e intra-settoriale alla cooperazione. L'approccio dottrinale nelle operazioni populo-centriche, cioè quando l'attenzione è rivolta a fenomeni insurrezionali e/o terroristici, non può separare la dottrina militare da quella politica, anche ai fini dello studio, senza risultare parziale. L'operazione Barkhane è un esempio di cambiamento nella strategia di difesa francese.

Since 2013, France has played a leading role in the fight against terrorism in West Africa. Operations Serval (2013-2014) - characterised by a combat brigade, then Barkhane (2014-2022) - characterised by an installation force and increased regional cooperation, have served to block the territorial advance of GATs in the region and to train local military troops. Operation Serval, a combat brigade with an anti-terrorist vocation, is a response to a request for intervention from the Malian authorities in the country. The objectives are clear, the resources deployed substantial and the theatre limited to Mali. Having learnt the lessons of its previous counter-insurgency campaigns, France applied the COIN doctrine in line with its operational history. Considered a tactical and strategic victory in the retreat of the GATs, the turnaround from Operation Serval to Operation Barkhane marks the extension of the theatre of operations to the whole of the Sahel and the international involvement of players. This is a real logistical challenge: supplies, support, command organisation and communications are being deployed in a theatre on an unprecedented scale. The "3D" approach, covering Defence, Diplomacy and Development, is essential. Barkhane's mission is to reduce the terrorist threat to an acceptable level and contain it to enable local troops to regain leadership. The European Union's EUTM mission was designed to train Malian troops. MINUSMA covered the civilian aspect in addition to the training and development effort. But the bogging down of the Barkhane operation highlights the need for a change in military doctrine. Counter-insurgency doctrine may still be called upon, but it should no longer be at the heart of strategies that focus more on stabilisation doctrine and an inter- and intra-sectoral approach to cooperation. The doctrinal approach in populo-centric operations, i.e. where the focus is on insurrectionary and/or terrorist phenomena, cannot separate military doctrine from political doctrine, even for the purposes of the study, without being biased. Operation Barkhane is an illustration of a shift in French defence strategy.
