Abstract

Nowadays, the development level of the countries has been attempted to be measured in many areas such as political, economic and social. Therefore, in this study growing bodies of composite indicators which are increasing their recognition from year to year are used. The aim of this study is to evaluate and analyze the performance of Turkey and European countries and their development levels by employing Vikor method, using combined composite indicators developed by different institutions. First of all, the relative cohesion between human development index (HDI) ranking and Vikor ranking is demonstrated for the countries. In the second place it is aimed to obtain a new Vikor ranking by inserting some other composite indicators to the HDI sub indicators for Turkey and European countries in an attempt to demonstrate a comprehensive comparison.

Günümüzde ülkelerin gelişmişlik düzeyi politik, ekonomik ve sosyal pek çok alanda ölçülmeye çalışılmaktadır. Bu amaçla yıldan yıla sayısı ve tanınırlığı artan bileşik göstergelerden yararlanılmaktadır. Bu çalışmanın amacı Türkiye ve Avrupa ülkelerinin performanslarını ve gelişmişlik düzeylerini ölçmek için farklı kurumlar tarafından geliştirilen bileşik göstergelerin, Vikor yöntemi ile bir arada değerlendirilmesi ve analiz edilmesidir. Çalışmada ilk olarak ülkelerin insani gelişim endeksi (İGE) sıralaması ve Vikor sıralamasının göreceli uyumluluğu belirlenmiş, daha sonra ülkelerin ekonomik ve sosyal gelişmişliğini ölçen diğer bazı bileşik göstergeleri de ekleyerek elde edilen yeni Vikor sıralaması ile Türkiye ve Avrupa ülkelerinin kapsamlı bir karşılaştırması yapılmıştır.
