Sosyal Sigorta Finansman Yöntemleri ve Türkiye'de Sosyal Sigorta Kurumlarının Finansman Yöntemlerinin Değerlendirilmesi

Abstract

Sosyal sigorta kuruluşlarının topladığı primlerle hizmet sürekliliğinin sağlanması için sigortalılara sağladığı risklere uygun finansman yönteminin kullanılması gerekmektedir. Sosyal sigorta finansman yöntemleri; katkı fayda esasına dayanan Dağıtım yöntemi ve fon biriktirme esasına dayanan Fonlama yöntemidir. Ülkemizde de sosyal sigorta kuruluşları üç farklı kesime farklı risklere karşı sosyal güvenlik hizmeti sağlamaktadır. Üç sosyal sigorta kuruluşunun kurum yasalarında sigortalılara sağladıkları risklere göre hangi sosyal sigorta riskine hangi finansman yöntemini uygulayacağı belirtilmesine rağmen, zamanla kurumlara yapılan siyasi müdahaleler kurumların, fonlama yönteminden tamamen dağıtım yöntemine geçmesine yol açmıştır.

In order to maintain the permanence of services, social insurance institutions should use the financing method that is appropriate for the risk level of the clients. Social security financing methods are the funding methods that depend on pay as you go method and fund collection principles. In our country, social insurance institutions provide social insurance service to three different parties against different risks Although financing methods for social insurance risks are defined in the laws of the three social insurance institutions, political interventions caused these institutions to pass from financing method to pay as you go method.
