Análisis del aprovechamiento de excedentes

Abstract

Propone evaluar en conjunto los volúmenes sobrantes, cada uno con una probabilidad de ocurrencia, lo que sirve de base para definir su destino o su aprovechamiento. A manera de ejemplo, analiza el caso del río Ica. Señala que el objetivo principal es incentivar el uso de los excedentes, reduciendo el flujo de los mismos hacia el mar.
