The relationship between the growth of a country and its sanitary conditions is well known. To the extent that a nation develops, the life expectancy and well-being of its population increases; and this makes it possible, in turn, to increase its contribution and its productivity to accelerate economic growth and achieve a more equitable distribution of its fruits. For this reason, investment in human capital is a necessary requirement to achieve faster, fairer and more supportive economic development. This is how we conceive it, this is how we will practice it. With annual economic growth rates of more than five percent, and with the efficient use of the new fiscal resources originated in the Cusiana oil exploitation, we will increase social investment to 15 percent of the Gross Domestic Product.
Es bien conocida la relación entre el crecimiento de un país y sus condiciones sanitarias. En la medida en que una nación se desarrolla, aumenta la esperanza de vida y el bienestar de su población; y ello hace posible, a su vez, elevar su aporte y su productividad para acelerar el crecimiento económico y lograr distribuir más equitativamente sus frutos. Por ello, la inversión en capital humano es requisito necesario para alcanzar un desarrollo económico más acelerado, más justo y solidario. Así la concebimos así la practicaremos. Con tasas de crecimiento económico anual superior al cinco por ciento, y con la eficiente utilización de los nuevos recursos fiscales originados en la explotación petrolera de Cusiana, incrementaremos la inversión social a un 15 por ciento del Producto Interno Bruto.
