Abstract

The present paper aims to investigate the Cognitive Flexibility Level of the civil servants working in the public sector, in terms of their Psychological Contract Roles. The research was carried out at the Bakırköy Courthouse under the Republic of Turkey Ministry of Justice with the participation of 299 public servants who are subjected to the Public Servants law no. 657, comprising chief clerks, court clerks, janitors, court criers, debt enforcement clerks employed at courts, prosecution offices and debt enforcement offices between 2016 and 2017. For this purpose “Demographic Questionnaire”, “Cognitive Flexibility Inventory” and “Psychological Contract Scale” have been drawn upon. Findings have shown that, the psychological contract roles of the civil servants have positive impact on their Cognitive Flexibility levels. Findings have also shown that the civil servants who have participated in the research can display high alternative solutions perception skills which enable them to solve the problems which may arise in the organization. Furthermore, it has found that the participants’ Relational Contract perception level which is a sub dimension of Psychological Contract, is higher than those of Job Dissatisfaction and Transactional Contract.

Bu çalışma, Kamu Personeli olarak görev yapan memurların Bilişsel Esneklik Düzeylerinin Psikolojik Sözleşme Rolleri açısından incelenmesini amaçlamaktadır. Araştırma, T.C Adalet Bakanlığına bağlı Bakırköy Adliyesinde 2016 -2017 yıllarında 657 sayılı Devlet memurları kanununa bağlı olarak mahkeme, savcılık ve icra dairelerinde görev yapan yazı işleri müdürü, zabıt katibi, mübaşir, hizmetli ve icra memuru unvanlı, 299 kamu personeli ile gerçekleştirilmiştir. Bu amaçla, çalışmada “Kişisel Bilgi Formu”, “Bilişsel Esneklik Envanteri” ve “Psikolojik Sözleşme Ölçeği” kullanılmıştır. Bulgular, kamu personelinin psikolojik sözleşme rollerinin, bilişsel esneklik düzeyleri üzerinde pozitif yönde etkisi olduğunu göstermiştir. Bulgular ayrıca araştırmaya katılan kamu personelinin, kurumda çıkabilecek problemleri çözmek için olası alternatifleri algılama becerilerinin yüksek olduğunu göstermiştir. Psikolojik Sözleşme değişkeninin alt boyutlarından biri olan ilişkisel sözleşmeye olan algı düzeylerinin, işi benimsememe ve işlemsel sözleşmeye olan algı düzeylerinden daha yüksek olduğu tespit edilmiştir.
