Abstract

El presente ensayo se desarrolló intentando ubicarnos en las partes más afectadas por el cambio que produjo la Ley 100 y sus adiciones o modificaciones, queriendo mostrar algunos aspectos de manera constructiva criticando algunas falencias del sistema. Presentamos además algunos conceptos de la normatividad para permitir evaluar de una mejor manera este trabajo. Este ensayo es el resultado de un estudio de la situación que se presenta en nuestro departamento (Atlántico) como factor común de varios municipios, y que, por conocimiento es también aplicable a gran parte del territorio nacional. Nuestro objetivo en este trabajo es analizar dentro del Sistema General de Seguridad Social en Salud, la parte que maneja el Régimen Subsidiado por considerarlo justamente el más necesario para la población pobre y vulnerable, sin embargo es justamente esa población la que, por conveniencia de otros, o por desconocimiento de sus derechos, no gozan de tales beneficios.
