Abstract

La Seguridad Social tiene por objeto crear, en beneficio de todas las personas sobre todo de los trabajadores, un conjunto de garantías contra ciertas contingencias que puede reducir o suprimir su actividad o bien imponerle gastos suplementarios. La protección de los individuos contra las contingencias puede ser el fruto de iniciativas individuales o privadas, o constituir el abierto de una intervención de la colectividad. Los individuos pueden ser más o menos libres para elegir los medios de protección o para que se les impongan obligaciones y se les reconozcan derechos. Los sistemas de protección social pueden recurrir a la noción de ayuda, previsión, responsabilidad, seguro obligatorio o incluso incurrir un conjunto de obligaciones y derechos que satisfagan determinadas necesidades básicas. La ayuda puede constituir un acto de generosidad por parte de quien lo otorga (caridad, beneficencia) o la satisfacción de un derecho por parte de quien la solicita (asistencia, ayuda social).
