Fine-kinney metodu ile risk analizi: Trabzon limanı örneği

Abstract

Karayolu, hava yolu ve demiryolu gibi taşımacılık yöntemlerine göre uluslararası ticaretin %80-%90'ı denizyolu taşımacılığı ile yapılmaktadır. Denizyolu taşımacılığı ile beraber özellikle ağır yükler, büyük hacimli yükler ucuz ve güvenilir şekilde taşınmaktadır. Denizyolu taşımacılığının uluslararası alanlarda fazla kullanılması limanların önemini arttırmıştır. Türkiye'de limanlarda elleçlenen toplam yük miktarı 2010-2019 yılları arasında %28'lik bir artış göstermiştir. Bu oran dikkate alındığında limanlarımızın ülkemiz açısından önemi ortaya çıkmaktadır. Limanlarda yürütülen işler ve teknolojik gelişmelere bağlı olarak risk faktörleri de artış göstermektedir. Ülkemizde limanlar tehlikeli iş yeri kategorisinde yer almakta ve kaldırma ve yükleme araçları, taşınan veya depolanan tehlikeli kimyasallar, çeşitli gemi operasyonları vb. faktörlerden kaynaklanan çeşitli riskler içermektedir. Risklerin ortadan kaldırılması için liman içerisinde sağlık ve güvenlik önlemleri alınmalıdır. Limanlarda teknik personel yetersizliği, spesifik riskler ve tehlikeler içermesi, kullanılan ekipman ve makinelerin çeşitlilik göstermesi, yabancı dil konuşan kişi ve gruplar ile yaşanılan iletişim problemi gibi etkenler limanlarda sağlık ve güvenlik önlemlerinin alınmasına dair çalışmaların yapılmasını zorlaştırmaktadır. Bu çalışmada Trabzon Limanı kapsamında mevcut riskler belirlermiş ve risk değerlendirme metodu olan Fine-Kinney yöntemi kullanılarak risk analiz çalışması hazırlanmıştır. Çalışma sonucunda analiz edilen risklerin ortadan kaldırılması veya en aza indirilmesi için önerilerde bulunulmuştur.

According to transportation methods such as road, airway and rail, 80% -90% of international trade is carried out by sea transportation. Heavy loads and large volumes are especially transported cheaply and reliably by sea transport. The excessive using of sea transport in international areas has increased the importance of ports. The total amount of cargo handling in Turkish ports increased by 28% between 2010 and 2019. Considering this ratio, the importance of our ports in terms of our country increases. The works carried out in the ports and also the risk factors depending on technological developments increase. In our country, ports are in the category of dangerous workplaces and they include various risks based on several factors such as lifting and loading vehicles, transported or stored dangerous chemicals, various ship operations, etc. Health and safety measures should be taken in the port to eliminate risks. Factors such as the lack of technical personnel, specific risks and hazards, the diversity of equipment and machinery used, and the communication problem with foreign language speaking people and groups make it difficult to carry out studies on taking health and security measures in ports. In this study, the existing risks within Trabzon Port were determined and a risk analysis study was prepared by using the Fine Kinney method that is a risk assessment method. At the end of the study, it was suggested to eliminate or minimize the analyzed risks.
