The purpose of public administration is the bring services to people by providing policy-making schemes for social order. Among public institutions, local administrations are coming forward as the most important institutions which work in pursuance of this purpose. The place and importance of local administrations for our country is substantial.In our rapidly changing world with globalization, new concepts are being brought in to the institutions. One of those concepts is strategic planning. Although the emergence of strategic planning was in the private sector, it is also used in existing public institutions and organizations in order to bring services to people.The strategic plan has been made compulsory for municipalities with the law number 5018. The concept took place in literature for public as a result of the 8. Development Plan and municipalities with a population of 50,000 and above began to prepare strategic plans. Not only municipalities but also other public institutions have started to prepare strategic plans during this process and implementation of them continues.In addition to evolution of the strategic plan preparing processes in 10. Development Plan and revealing the strategic plans, this study was preparedto determine things needed to pay attention in the process of preparation and implementation of strategic plans in local administrations.In the first part of our study, by defining the terms of strategy, planning and strategic management, it is aimed to understand the concept of strategic planning.In the second part of the thesis, the process of strategic planning with the definitions of the concept of strategic planning are discussed in detail.In the third part of the thesis, by referring to the Strategic Planning in Community, legal development process of strategic planning in Turkish public sector is examined.In the last part of our thesis, with a survey conducted among local administrations, it is attempted to analyze how much importance given for essentialness of strategic planning and what method is used for it by evaluating strategic planning prepared as a result of laws and regulations.

Kamu yönetiminin amacı, hazırlanan politikalarla toplumun düzenini temin ederek insanlara hizmet götürmektir. Kamu kurumları arasında bu amaca uygun olarak çalışan en önemli kurumlar olarak yerel yönetimler ortaya çıkmaktadır. Yerel yönetimlerin ülkemiz için yeri ve önemi büyüktür. Küreselleşme ile birlikte hızla değişen dünyamızda yeni literatürler de kurum ve kuruluşlara kazandırılmaktadır. Bunlardan birisi de stratejik planlamadır. Stratejik planlama özel sektörde ortaya çıkmasına rağmen insanlara hizmet götürmek amacıyla mevcut olan kamu kurum ve kuruluşlarında da kullanılmaktadır.Stratejik plan, belediyeler için 5018 sayılı kanun ile zorunlu hale getirilmiştir. 8. Kalkınma planı ile kamu için literatüre giren stratejik plan, nüfusu 50.000 ve üzeri olan belediyelerde hazırlanmaya başlanılmıştır. Süreç içinde belediyeler haricinde de kamu kurumları stratejik plan hazırlamaya başlamış ve uygulamaları devam etmektedir. 10. Kalkınma Planı ile birlikte yapılan stratejik plan hazırlama süreçlerinin değerlendirilmesi ve planların ortaya konulmasının yanı sıra, çalışmamızda yerel yönetimlerde stratejik planların hazırlanması ve uygulanması sürecinde nelere dikkat edildiğini tespit etmek amacıyla bu araştırma yapılmıştır.Çalışmanın birinci kısmında strateji, stratejik yönetim, planlamanın tanımları yapılarak stratejik planlama üzerinde durulmuştur.Çalışmanın ikinci kısmında stratejik planlama tanımları ile birlikte stratejik planlamanın süreçlerine detaylı olarak değinilmiştir.Çalışmanın üçüncü kısmında Kamuda Stratejik Planlamaya değinilerek Türkiye'de kamuda stratejik planlamanın hukuksal olarak gelişim süreci incelenmiştir.Çalışmanın son kısmında ise yerel yönetimlerde yapılan anket çalışması ile hazırlanan kanun ve yönetmelikler neticesinde hazırlanan stratejik planlamalarda stratejik planlamaların gerekliliğine ne kadar dikkat edildiği ve hangi yöntemler kullanıldığı analiz edilmiştir.
