Abstract

İdarenin tehlikeli gördüğü durum ve faaliyetler karşısında tedbirler alması gerekliliktir. İdare aldığı tedbirlerle tehlikenin zarara dönüşmesini önlemekte, böylece kişileri korumaktır. Etkinlikleri çok çeşitli alanlara yayılan idarenin genel sağlığı korumaya yönelik faaliyetleri tedbir niteliğindeki faaliyetlerinin bir kısmını oluşturmaktadır.
