An Investigation of Ankara City Management Before the Tanzimat Period (1815-1820)

Abstract

In the Ottoman administrative management system, the territory of the country was organized in the form of eyalet, sancak, kaza. Reasons such as the state entering a period of decline, weakening the centralized management structure and the deterioration of the timar system changing the classical building dynamics of the state to change. At the same time, the balances have started to change in provincial management and executive class organization. During the Mahmud II period, the administrative system has been renewed.In this study, Ankara city administration before Tanzimat was examined by examining the Ankara Shari‘a Cord Record No: 216, 217, 218 and 219 covering the dates 1815-1820 (H.1230-1234). Firstly, Ankara's place in Ottoman urbanism understanding has been mentioned. Afterwards, the general outlines of provincial administration were emphasized before Tanzimat. Spatial evaluation of the management mechanism has been carried out. The impact of the developments during this period on the provincial administrations and managers has been demonstrated.

Osmanlı idari yönetim sisteminde ülke toprakları eyalet, sancak, kaza şeklinde örgütlenmiştir. Bu birimlerin yöneticileri de beylerbeyi, sancakbeyi ve kadı şeklinde tayin edilmiştir. Devletin bir gerileme dönemine girmesi, merkeziyetçi yönetim yapısının zayıflaması, tımar sisteminin bozulması gibi nedenler devletin klasik yapı dinamiklerinin değişmesine sebep olmuştur. Bununla birlikte taşra yönetiminde ve yönetici sınıf örgütlenmesinde de dengeler değişmeye başlamıştır. II. Mahmud Dönemi’nde, idari sistemde yenileşmeye gidilmiştir.Bu çalışmada, 1815-1820 (H. 1230-1234) tarihlerini kapsayan 216, 217, 218 ve 219 numaralı Ankara Şer‘iyye Sicili Defterleri incelenerek Tanzimat öncesi Ankara şehir yönetimi ele alınmıştır. Öncelikle Osmanlı şehircilik anlayışında Ankara’nın yerine değinilmiştir. Sonrasında Tanzimat’tan önce taşra yönetiminin genel hatları üzerinde durulmuştur. Yönetim mekanizmasının mekânsal değerlendirmesi yapılmıştır. Bu dönem yaşanan gelişmelerin taşra yönetim ve yöneticileri üzerindeki etkisi gözler önüne serilmiştir.
