The objective of the present research ("work paper") is to elaborate a strategic plan for the Provincial Municipality of Jaen that will allow it to be within the five provinces of the Country with the lowest level of illiteracy and poverty. In order to achieve this objective, it’s crucial to strengthen the production and sale of certified organic coffee taking into account that this product has the greatest potential of development and that Peru is the second largest producer of this type of coffee in the world, that is sustainable over time, and that privileges social and environmental responsibility. The higher revenues resulting from the increase in sales of this type of coffee will allow to reduce the economic, social and educational gaps of the province. In this work paper, we also aim to improve the educational level, reduce extreme poverty; and improve the life quality of the population, by a more efficient and extended provision of public services. In this sense, the present strategic planning proposes a common vision that, following the designed strategies, will achieve the proposed short and long term objectives, being fundamental the joint participation of the authorities, the private sector and the population

El objetivo del presente trabajo es elaborar un plan estratégico para la municipalidad provincial de Jaén, que le permita estar dentro de las cinco provincias del país con menor nivel de analfabetismo y pobreza. Para lograr este objetivo, potenciar la cadena productiva del café orgánico certificado será fundamental, considerando que es el producto con mayor potencial de desarrollo y que el Perú es el segundo productor a nivel mundial de este tipo de café, que es sostenible en el tiempo y privilegia la responsabilidad social y medioambiental. Los mayores ingresos provenientes del incremento en las ventas de este producto permitirán disminuir las brechas económicas, sociales y educativas de la provincia. Asimismo, se plantea mejorar la calidad educativa, disminuir la pobreza extrema y, por ende, mejorar la calidad de vida de los habitantes de la provincia, mediante una provisión de servicios públicos más amplia y eficiente. En tal sentido, el presente planeamiento estratégico propone una visión común que, siguiendo las estrategias diseñadas, permitirá alcanzar los objetivos de corto y largo plazo propuestos, siendo fundamental la participación conjunta de las autoridades, el sector privado y la población
