Efectos del gasto público sobre la pobreza monetaria en el Perú: 2004-2012.

Abstract

El Perú viene mostrando un crecimiento económico sostenido desde inicios del siglo XXI, una reducción de la pobreza monetaria y un incremento del gasto público. La interrogante que surge es si este gasto público ha aportado a la reducción de la pobreza monetaria, proponiéndose la siguiente hipótesis: “El incremento del gasto del sector público genera una disminución significativa de la pobreza monetaria del Perú”. Para contrastar esta tesis, se ha desarrollado una serie de modelos que incorporan el crecimiento económico, los factores institucionales (descentralización, inflación, cambio de gobierno, entre otros); los factores de las condiciones iniciales del desarrollo (tasa de analfabetismo, cobertura de electricidad y de conexión a agua potable), y el gasto público. El instrumento econométrico utilizado es un panel dinámico con información entre los años 2004 y 2012, cuyo objetivo es superar la omisión de variables y rezagos, de causalidad inversa y de condición endógena de algunas variables. Los resultados hallados evidencian que el gasto público es un instrumento que ha aportado a la lucha contra la pobreza, sin importar el nivel de gobierno que realiza el gasto.
