Gestión del recurso hídrico y uso del agua, 2010

Abstract

La presente ponencia busca evidenciar las acciones tomadas por la Administración Chinchilla que han incidido en los actores sociales, las dinámicas territoriales y los conflictos por el uso del recurso hídrico. Asimismo, investiga las capacidades institucionales para hacer cumplir sus roles de regulación, control y legislación, analizando los resultados que permiten ver los avances y desaciertos en el tema de gestión y uso del agua. En el 2010 se dieron algunos avances referentes al marco institucional, ambiente facilitador y a los instrumentos de manejo, como herramientas para una efectiva aplicación de la gestión integrada del recurso hídrico. Sin embargo, la gestión del recurso hídrico realizada por el estado costarricense, se ve entorpecida por las deficiencias de un marco regulador claro, como consecuencia del desinterés en la promulgación de la ley del Recurso Hídrico. Para combatir dicha problemática es necesario contar con los recursos económicos para implementar políticas de gestión en recursos hídricos, es por ello que se insta a utilizar efectivamente los montos recaudados por el canon de aprovechamiento, y superar así los obstáculos administrativos internos de MINAET.
