Cambios en los Planes Nacionales de Desarrollo (2006-2018)

Abstract

Esta investigación identifica y caracteriza los principales cambios y continuidades observados en los contenidos de los Planes Nacionales de Desarrollo (PND), que han sido confeccionados para el actual gobierno del Partido Acción Ciudadana (PAC) (2014-2018) con respecto a los del Partido Liberación Nacional (PLN) (2006-2010 y 2010-2014) que le precedieron. La escogencia de los PND como objeto de estudio de esta investigación se justifica en que, al menos legalmente, estos documentos constituyen el marco orientador para la elaboración, ejecución y seguimiento de las políticas de desarrollo de cada gobierno. Con este fin en mente, este trabajo hace una valoración comparativa de estos Planes basándose en tres criterios de análisis: 1) la visión de desarrollo que orienta el trabajo de cada administración; 2) el modelo de gestión, es decir, el esquema teórico y conceptual bajo el cual el estado se organiza para definir prioridades de acción, tomar decisiones y asignar recursos; y 3) los mecanismos de seguimiento que incluye cada PND y que son utilizados para evaluar la gestión pública de cada administración.
