Abstract

Tidligere sammenligninger av nordisk barnevern har vist likheter, men også forskjeller bl.a. vedrørende barnas aldersfordeling, bruk av tiltak, tvang, osv. Kan forskjeller i nasjonale vurderinger synliggjøres, begrepsfestes og løftes frem for fagdebatt? Fem barnevernsaker (vignetter) er drøftet i grupper med danske, islandske og norske saksbehandlere. Diskusjonene og valg av tiltak viser nordiske likheter, men også nasjonale forskjeller med større likhet innen hvert land. Det er variasjoner i hvor alvorlig ulike barnevernsproblemer vurderes i landene, i argumenter og arbeidsstil. Hvor langt hensynet til foreldrene strekkes, synet på når barn bør flyttes, og om en snakker med barna, varierer. Forskjellene gjelder grader og nyanser, men summen peker mot nasjonale variasjoner med praktiske konsekvenser. Dommere og fylkesnemndsledere er intervjuet om beslutningsprosessen ved tvangsvedtak. Det er nasjonale variasjoner bl.a. i tidsrammene for forhandlinger, hvordan partene høres, bruk av vitner osv. Norske fylkesnemndsvedtak registreres som tvang, og det synes å være mer aksept for tvangsinngrep av hensyn til barna i Norge. Også landenes lovbestemmelser om barnevern signaliserer nasjonale forskjeller i normer og verdier. Hvordan hensynet til foreldre og barn vektlegges, er sentralt. I Danmark legges det relativt større vekt på hensynet til foreldrene, i Norge mer på «barnets beste».
