Biskup sprawuje swoją posługę pasterzowania wobec wszystkich wierzących w diecezji. Jego szczególnej trosce powierzone są osoby niepełnosprawne, które nie mogą w pełni realizować chrześcijańskiego posłannictwa w parafii. Dla nich biskup, wraz kurią diecezjalną i odpowiednio przygotowanymi pomocnikami duchownymi i świeckimi, organizuje duszpasterstwo nadzwyczajne o charakterze ponadparafialnym. Zadaniem biskupa jest także udzielanie ludziom niepełnosprawnym pomocy materialnej, rehabilitacyjnej, wychowawczej i edukacyjnej.
