La política activa de despolitización creciente : un estudio concreto de los programas de transferencia de renta condicionada del Ministerio de Desarrollo Social en Uruguay

Abstract

El documento problematiza sobre el impacto de la nueva gestión del Ministerio de Desarrollo en Uruguay (Mides) desde el año 2005, en particular la implementación de sus Programas de transferencia de renta condicionada (PTRC). La novedad es el importante uso de tecnología, enriquecida desde saberes expertos de nuevas profesiones y la creación de un algoritmo para la admisión de beneficiarios. Este nuevo modelo de gestión realiza un control permanente sobre población asistida para certificar la eficacia de la focalización. Atiende el pauperismo como un fenómeno de características personales, individualizado y despolitizado al mismo tiempo. La innovación tecnológico-tecnocrática interfirió en el abordaje del profesional de campo, transformando el ámbito de intervención, limitando el márgen de decisión sobre los recursos en tensión. Este cuidado por la eficaz focalización, se inmiscuye en el hogar de forma punitiva, amalgamando la asistencia con la seguridad. Nos proponemos caracterizar este proceso, en el entendido de que el mismo contribuye al desafío de investigar las nuevas formas de intervención desde lo social
