Patronazgo y estrategias de movilización partidaria : evidencia desde los gobiernos subnacionales de Uruguay

Abstract

¿Cómo se explica la variación en las prácticas de patronazgo político a nivel subnacional? Este trabajo pone a prueba una serie de hipótesis para explicar la desigual distribución del patronazgo en los diecinueve gobiernos departamentales de Uruguay entre 1994 y 2005. Para ello, se presenta una crítica y reformulación de los argumentos pluralistas que explican la disminución del patronazgo, exponiendo una nueva hipótesis centrada en las estrategias de movilización partidaria. En particular, el artículo argumenta que los partidos que históricamente se desarrollaron utilizando estrategias de movilización política por fuera de la estructura estatal tienen mejores incentivos para controlar y limitar el uso de los recursos estatales, ya que su éxito electoral no depende de estas prácticas
