Abstract

Konkurranseutsetting av velferdstjenester er foreløpig lite brukt i Norge, men debatten går friskt. Det er derfor viktig å se på hvordan konkurranse fungerer i ulike markeder. Denne oppgaven vil se på hvordan sykehjem fungerer i et marked. Det vil bli brukt auksjonsteori for belyse hvilke mekanismer og insentiver som ligger i anbudskonkurranser. Oppgaven bruker sentral empiri hovedsakelig fra Skandinavia og anglosaksiske land for å se om konkurranse i et marked for velferdstjenester oppnår de samme effektene som i et varemarked. Erfaringer fra Oslo og Bergen brukes det det eksisterer relevante data. Anbudskonkurranser som brukes ved offentlige anskaffelser legger et press på prisen, som igjen går utover kvaliteten. Oppgaven viser at konkurranseutsatte sykehjem prioriteter andre og billigere former for kvalitet enn de offentlige. Blant annet er bemanningen lavere og sykepleierandelen lavere hos en del private sykehjem. Prispresset kan gjøre det utfordrende å sikre tilfredsstillende kvalitet i en slik prosess. Forsøket på å sikre kvalitet gjennom omfattende målesystemer kan videre gi utilsiktede konsekvenser i form av vridningseffekter.
