Abstract

En el estudio de la seguridad vial en el Perú existen algunos vacíos en el análisis que pueden ser cubiertos por la investigación. Este es el caso del cálculo de los costos de accidentes y muertes para incorporar dichos costos en el Análisis de Costo-Beneficio (CBA) de los proyectos de infraestructura desarrollados para modificar o crear una carretera que mejore la seguridad. Debido a eso, surge la pregunta de cuál es la mejor forma de calcular el costo de vida para la seguridad vial en el Perú. Para eso, necesitamos entender la situación actual de la seguridad vial en el país, cómo se lleva a cabo la recopilación actual de datos de víctimas y cómo se puede mejorar, qué métodos se pueden usar para estimar el costo de las muertes y lesiones, y cómo podemos estimar este valor para años futuros. Para responder a estas interrogantes se realiza un estudio de las metodologías actuales utilizadas en otros países, aplicando aquellas para las cuales existe suficiente información peruana y comparando los resultados como parte de la conclusión de esta investigación. Se realiza el proceso de investigación para conocer los costos de siniestros y fatalidades. Esto se realiza explicando las diferentes metodologías conocidas para calcular los diversos costes asociados a los accidentes de tráfico.

In the study of road safety in Peru, there are some empty spaces in the analysis that can be covered by the research. This is the case for calculating the costs of casualties and fatalities in order to incorporate such costs in the Cost-Benefit Analysis (CBA) of infrastructure projects developed to modify or create a road that enhances safety. Then the question of, which is the best way to calculate the cost of lives for traffic safety in Peru can arise. For this we need to understand the current traffic safety situation in the country, how the current data collection of victims is taking place and how it can be improved, which methods can be used to estimate the cost of fatalities and injuries, and how can we estimate this value for future years. To answer these questions a study of the current methodologies used in other countries is performed, applying those for which there is sufficient Peruvian information and comparing the outcomes as part of the conclusion of this research. The research process to understand the costs of casualties and fatalities is performed. This is performed by explaining the different methodologies known to calculate the diverse costs associated with traffic crashes.
