Abstract

"Na het einde van de koude oorlog had de Binnenlandse Veiligheidsdienst (BVD) voor een korte tijd last van een identiteitscrisis," aldus toenmalig BVD-directeur Docters van Leeuwen (Docters van Leeuwen, 1995). De 'bad guys' waren weg en de BVD (nu AIVD) moest op zoek naar nieuwe en andere doelwitten:. Door de BVD-directie werd besloten om de prioriteiten te verleggen naar de aanpak van criminele organisaties in Ned�rland ten koste van de buitenlandse doelwitten. In het midden van de jaren '90 onderkende de regering de nieuwe situatie en probeerde een wet te ontwikkelen die de BVD met zijn tijd mee zou laten gaan. In maart 2001 werd de nieuwe Wet op de Inlichtingen- en Veiligheidsdiensten geratificeerd (NRC, Parool, Volkskrant, 20 maart 2001). De BVD kreeg nieuwe taken zoals buitenlandse spionage en internettoezicht en zelfs een nieuwe naam: de Algemene Intelligentie- en Veiligheidsdienst (AIVD).
