An essay on the Scottish Parliament for the period 1690 to 1702, must either confine itself to the purely constitutional aspects, or else proceed from constitution to a history of legislative achievement; thence to place the revitalised Parliament side by side with those bodies, to which formerly national interests converged. To give only constitution is to make the Revolution Parliament but a renovated reproduction of the assemblies of the previous years. To include achievement and victory over all rivals, is to give the history of Parliament its rightful place as the nation's history. Constitution aids achievement, achievement confirms constitution, and personality welds the whole.
