Abstract

Με αφορμή τις ελληνοτουρκικές σχέσεις, ή ακριβέστερα τις επίμονες όσο και πολύτροπες μονομερείς διεκδικήσεις της Τουρκίας σε βάρος της Ελλάδας, ευάριθμοι αναλυτές πράγματι απέδωσαν συνολικά την εν λόγω συμπεριφορά ως «bullying». Σε μια πρώτη εντύπωση μοιάζει παράταιρο να μεταφέρεται ένας όρος από τον χώρο της κοινωνιολογίας και της ψυχολογίας στις διεθνείς σχέσεις. Αν λάβουμε, ωστόσο, υπόψη μας ότι πληθώρα ερευνητών κατά τις τελευταίες δεκαετίες ακολουθούν κονστρουκτιβιστικές αναλύσεις που διαπερνούν τις απρόσωπες κρατικές δομές, διαβλέποντας τους κύριους συντελεστές στα ανθρωπολογικά, κοινωνιολογικά και ψυχολογικά παρασκήνια μιας κρατικής πολιτικής και πρακτικής, κρίνουμε εύλογη την υπόθεση εργασίας που θα εξετάσει χαρακτήρες και χαρακτηριστικά bullying για λογαριασμό μιας χώρας σε βάρος άλλων. Περισσότερο δε που η εξουσία εκεί εξελίσσεται σε προσωποπαγής, ορίζεται εν πολλοίς από το θυμικό ενός ηγέτη και λιγότερο από τους απρόσωπους και τεχνοκρατικούς θεσμούς μιας αστικής δημοκρατίας. On the occasion of Greek-Turkish relations, numerous analysts identify behavioral characteristics matching the social patterns of “bullying” and anti-bullying” attitudes and activities. At first glance, it seems out of place to convey a term from the fields of sociology and psychology in international relations. On the other hand, we may take into account a plethora of constructivist researches over the recent decades, which penetrate state structures, tracking down the stakeholders beyond the governmental front-stage of politics, i.e. the anthropological, sociological, and psychological backgrounds of state policies and practices. Then, the working hypothesis of analyzing bullying characteristics on behalf of a country against others deems reasonable. The tendency in-discussion is enhanced by the regime and cultural changes driving to the decision-making prioritization of charismatic leaders rather impersonal and technocratic institutions of liberal democracy.
