Gobernanza migratoria en América del Sur : ¿hacia una nueva oleada restrictiva?

Abstract

La gobernanza regional de las migraciones en Suramérica nunca ha sido lineal. Si bien en las últimas dos décadas se caracterizó por ideas compartidas en torno a la migración como un proceso inherentemente positivo, que vinculaba migraciones con desarrollo y expansión de derechos, en un contexto marcado por grandes números de emigrantes suramericanos residiendo principalmente en Europa (España) y Estados Unidos, durante el siglo XX, principalmente durante las décadas de los 70 y 80, la política migratoria en la región estaba caracterizada por un enfoque restrictivo y de seguridad. Durante el 2017 y los primeros meses de 2018, hemos presenciado el resurgimiento de un enfoque restrictivo basado en un discurso que privilegia la ‘gestión’ y el ‘control’ de las migraciones. El desarrollo de esta nueva etapa puede ser explicada en relación a cuatro aspectos relevantes: el incremento en los fujos migratorios, principalmente de venezolanos, el cambio político en la región, el debilitamiento de algunos proyectos de integración regional, y el posicionamiento de los países suramericanos en la negociación del Pacto Global de Migraciones a nivel mundial.
