Abstract

The title of the bachelor's thesis is "European Security Initiatives of France during Emmanuel Macron's Presidency". European security is mainly based on NATO presence in the region, but Mr. Macron considers that it is necessary to develop additional security mechanisms in Europe. However, these security initiatives have been widely criticized by other countries. Already during the pre-election period, Mr. Macron emphasized the necessity of sovereignty in the field of European security. Although one of the French president's main goals is to develop security mechanisms which make Europe more independent from other actors in the international environment, the French president has other ambitions in the region. The aim of the bachelor's thesis is to determine the intention for which France undertakes to actively conduct European security initiatives. The hypothesis of the thesis is that France is promoting actively security initiatives with the aim of intending to be a central actor in political relations in Europe. The thesis consists of three chapters. To test the hypothesis, the study is based on rule-oriented constructivism by Nicholas Onuf. This chapter concludes that it is possible to determine the speaker's hidden intentions by analysing speech acts. The second chapter provides an insight into five European security initiatives conducted by France: Permanent Structured Cooperation, the European Defence Fund and the creation of the European Armed Forces. These three initiatives are being developed in the European Union. Moreover, the European Intervention Initiative and the European Intelligence College are two security initiatives developed outside the European Union. Furthermore, discourse analysis is used in the empirical part of the research. In the third chapter Mr. Macron's speeches that meet certain criteria are analysed. It is important to note that all the speeches of Mr. Macron are written in the official chancellery of the French president and obtained from its official website www.elysee.fr. Mr. Macron's interviews and official documents from the French public administration are used as secondary sources. The hypothesis is confirmed within the research. The thesis concludes that the French president is positioning himself as a creator of European security initiatives, while seeking the support of other countries for the implementation of the initiatives. Besides it, the French president intends to become a central player in Europe by strengthening relations with Russia, improving USA-European relations and building the leadership of France in Europe.

Bakalaura darba tēma ir "Francijas iniciatīvas Eiropas drošības jautājumos Emanuēla Makrona prezidentūras laikā". Eiropas drošība tiek galvenokārt bāzēta uz NATO klātbūtni reģionā, taču E. Makrons uzskata par nepieciešamu Eiropā veidot papildus drošības mehānismus, kas vairākkārt kritizēti no citu valstu puses. Jau priekšvēlēšanu laikā E. Makrons uzsvēra to, ka Eiropai nepieciešams kļūt suverēnai drošības jomā. Lai arī viens no galvenajiem mērķiem Francijas prezidentam ir attīstīt drošības mehānismus, kuros Eiropa būtu patstāvīgāka no citiem aktoriem starptautiskajā vidē, Francijas prezidentam ir arī citas ambīcijas šajā reģionā. Šī pētījuma mērķis ir noteikt, ar kādu nolūku Francija uzņemas Eiropas drošības iniciatīvu aktīvu virzīšanu. Pētījuma hipotēze ir, ka Francija virza drošības iniciatīvas ar mērķi būt par centrālo aktoru politisko attiecību veidošanā Eiropā. Pētījums tiek iedalīts trijās nodaļās. Lai pārbaudītu hipotēzi, pētījums tiek balstīts uz Nikolasa Onufa konstruktīvisma pieeju, kuras ietvaros var secināt, ka, analizējot runas darbības, ir iespējams noteikt runātāja nolūkus. Darba otrajā nodaļā tiek sniegts ieskats piecās drošības iniciatīvās, kuras tiek virzītas no Francijas puses - Pastāvīgā strukturētā sadarbība, Eiropas Aizsardzības fonds un Eiropas Bruņoto spēku izveide. Tās ir iniciatīvas, kuras tiek veidotas Eiropas Savienības ietvaros. Papildus šīm iniciatīvām tiek aplūkotas arī Eiropas Intervences iniciatīva un Eiropas Izlūkošanas koledža. Šīs ir iniciatīvas, kuras veidotas ārpus Eiropas Savienības. Pētījuma ietvaros tiek veikta diskursa analīze, kurā analizētas E. Makrona runas, kas atbilst noteiktiem kritērijiem. Nepieciešams minēt, ka visas pētījumā analizētās E. Makrona runas ir veidotas Francijas prezidenta oficiālajā kancelejā un iegūtas no tās oficiālās mājaslapas www.elysee.fr. E. Makrona intervijas un Francijas valsts pārvaldes institūciju oficiālie dokumenti tiek izmantoti kā sekundārie avoti. Pētījumā apstiprinās izvirzītā hipotēze. Analizējot E. Makrona runas, var secināt, ka Francijas prezidents pozicionē sevi kā Eiropas drošības iniciatīvu veidotāju, tajā pašā laikā cenšoties gūt citu valstu atbalstu to īstenošanā. Papildus tam, Francijas prezidenta nolūks ir kļūt par centrālo spēlētāju Eiropā, nostiprinot ciešākas attiecības ar Krieviju, uzlabojot ASV un Eiropas attiecības, kā arī veidot valsts līdera statusu Eiropā.
