The understanding of social municipalism, which emerged as a requirement of the social state understanding, is a management understanding that accepts that not only central administrations but also local administrations are responsible for the services to be provided to individuals. The understanding of social municipalism aiming to produce projects that will improve the socio-cultural aspects and increase the welfare level of the municipality in addition to the classical municipal the classical municipal services (such as social assistance, trips, theater, cinema, festivals, skill courses, etc.) is developed after the year 1990 in Turkey.Today, the understanding of social municipalism has become a different management approach in the determination of the service quality of municipalities. Especially `Municipal Law No. 5393` with `Metropolitan Law No. 5216` and other relevant laws have given powers and duties to the municipalities to improve the social municipality side of municipalities. Thesis context, understanding of local administration, the development of local administration units (especially municipalities) in Turkey, powers and duties of the municipalities, the emergence of the concept of social municipality, development and legal aspects of social municipality in Turkey and in the world have been put forward.In addition, the custodians were appointed as trustees to the municipalities with in the scope of the state of emergency declared due to the coup attempt on 15 July 2016. In this context, Safranbolu Municipality was appointed as a custodian and Safranbolu Municipality became one of the custodians. Sosyal devlet anlayışının gereği olarak ortaya çıkan sosyal belediyecilik anlayışı, bireylere sunulacak hizmetlerde sadece merkezi yönetimlerin değil yerel yönetimlerin de görevli olduğunu kabul eden bir yönetim anlayışıdır. Belde sakinlerine klasik beledi hizmetler dışında (sosyal yardımlar, geziler, tiyatro, sinema, festivaller, beceri kursları gibi) sosyo-kültürel yönlerini geliştirecek ve refah seviyesini yükseltecek projeler üretilmesi gayesinde olan sosyal belediyecilik anlayışı, Türkiye'de 1990'lı yıllardan sonra gelişmiştir.Sosyal belediyecilik anlayışı günümüzde belediyelerin hizmet niteliğinin ortaya çıkarılmasında farklı bir yönetim anlayışına dönüşmüştür. Özellikle `5393 sayılı Belediye Kanunu` ile `5216 sayılı Büyükşehir Belediye Kanunu` ve ilgili diğer kanunlar belediyelere, belediyelerin sosyal belediyecilik yönünü geliştirecek yetkiler vermiş ve görevler yüklemişlerdir.Bu çalışmada, yerel yönetim anlayışı ve Türkiye'de yerel yönetim birimlerinin özellikle belediyelerin gelişimi, yetki ve görevleri, sosyal belediyecilik kavramının ortaya çıkışı, dünyada ve Türkiye'de sosyal belediyeciliğin gelişimi ve yasal boyutu ortaya konulmaya çalışılmıştır. Ayrıca 15 Temmuz 2016'da gerçekleşen darbe girişimi sebebiyle ilan edilen olağanüstü hal kapsamında vesayet makamlarınca belediye başkanlıklarına kayyım atanmıştır. Bu kapsamda Safranbolu Belediyesi'ne de kayyım atanarak, Safranbolu Belediyesi de kayyım belediyelerinden birisi olmuştur.
