CE Marking and Wood Based Panels

Abstract

The aim of CE Marking is to ensure that products which are fit for their intended use can be freely tradedthroughout the European Union (EU). This applies both to products produced within the EU and those importedfrom countries outside the EU. CE Marking is designed to overcome the problems which currently prevailthrough the application of different technical requirements in the member states of the EU. CE marking aims toremove these technical barriers to trade within the single market by establishing a single, agreed, standard fordemonstrating the performance of particular products, and a system of certification and test bodies which arerecognized as competent throughout the EU. For this purpose EU has accepted 24 different directives relatedwith products until now. One of these directives is the Construction Products Directive (CPD) requires to ensurethe essential requirements in respect of construction works. As a result of this CPD, wood based panelsindustries are now legally obliged to ensure that all products are correctly labelled and to demonstrate thatproducts are fit for their intended use. In this paper CE Marking of wood based panels included by the CPD andthe applications of CE Marking in Turkey legally have been scrutinized.

CE işaretlemenin amacı kullanım amacına uygun ürünlerin Avrupa Birliği (AB) içinde serbestce ticaretinin yapılabilmesini sağlamaktır. Hem AB sınırları içinde üretilmiş hem de AB sınırları dışından ithal edilmiş ürünlere uygulanır. AB üyesi ülkelerde halen hüküm süren farklı teknik uygulamaların olması sorununu çözmek için tasarlanmıştır. CE işareti tek pazar içinde serbest ticarete engel bu farklı teknik uygulamaları, ürünlerin performanslarını göstermek için tek bir standart ve AB içinde yetkili olarak kabul edilmiş sistem belgelendirme ve test kuruluşları oluşturarak kaldırmayı amaçlar. Bu amaçla AB, bugüne kadar ürünlerle ilgili 24 farklı yönetmelik hazırlamıştır. Bu yönetmeliklerden biri de, yapı işleri ile ilgili temel gereksinimlerin sağlanmasını gerektiren Yapı Malzemeleri Yönetmeliği (YMY)'dir. Bu yönetmeliğin bir sonucu olarak, odun tabanlı levha endüstrisi yasal olarak ürünlerin doğru olarak işaretlenmesini sağlamak ve kullanım amacına uygun olduğunu göstermekle yükümlüdür. Bu yazıda YMY kapsamında bulunan odun tabanlı levhaların CE işaretlenmesi ve Türkiye'de yasal olarak CE işareti uygulamaları araştırılmıştır.
