Abstract

L'affermazione negli ultimi anni di strumenti di democrazia partecipativa e di democrazia deliberativa quale risposta alla “crisi della rappresentanza politica” impone di riflettere sul significato reale di tale “crisi” e sulle peculiarità della c.d. “democrazia partecipativa” e di quella “deliberativa”. L’analisi di alcune esperienze contemporanee evidenzia le potenzialità ma anche i limiti di tali strumenti e, più in generale, riconferma la complessità del rapporto fra democrazia diretta e democrazia rappresentativa. Emergono così la centralità del ruolo dei partiti politici, del sistema elettorale ed il significato del divieto di mandato imperativo. L’analisi compiuta conduce a ribadire la validità della democrazia rappresentativa che può peraltro arricchirsi dall’innesto sulla stessa di forme di democrazia diretta. The affirmation in recent years of instruments of participatory democracy and deliberative democracy as a response to the “crisis of political representation” requires us to reflect on the real meaning of this “crisis” and on the peculiarities of the so-called “Participatory democracy” and “deliberative” democracy. The analysis of some contemporary experiences highlights the potential but also the limits of these tools and, more generally, reconfirms the complexity of the relationship between direct democracy and representative democracy. Thus, emerge the centrality of the role of political parties, of the electoral system and the significance of the prohibition of an imperative mandate. The analysis carried out leads to reaffirm the validity of representative democracy which can also be enriched by the grafting on it of forms of direct democracy.
