This thesis is a study on Turkey?s harmonization with the Common AgriculturalPolicy (CAP). The CAP is the first policy of the EU which covers approximately44% of the EU budget. Since the early days of its adoption, the CAP keeps MemberStates? agriculture under one common framework.Since 1959, Turkey?s application date for associate membership, Turkey?s EUvocation has been going on by affecting the agricultural sector in Turkey. It wasafter long years that in 1999 at the Helsinki Summit of the EU, Turkey was declareda candidate state. At this point it is obvious that during the accession negotiations,Turkey?s adaptation to the EU acquis regarding the agricultural chapter will be oneof the determining factors of her EU membership. That is why a set of reforms havebeen introduced in the agricultural sector of Turkey.The aims of this thesis are to evaluate Turkey?s harmonisation with the CAP and todesignate that the agricultural chapter of the acquis should not be a preventativefactor for Turkey on her EU vocation. In this respect the evolution of Turkishagriculture in line with the CAP will be touched upon and a comparative study willbe provided to illustrate Turkish agriculture?s conformity to the CAP.
Bu tez Türkiye'nin Ortak Tarım Politikası (OTP) uyumuna dair bir çalısmadır. OTPAB bütçesinin yaklasık %44'ünü kapsayan ilk AB politikasıdır. Kabul edildigi ilkgünlerden beri OTP, Üye Devletlerin tarımını tek ortak çerçevede tutmaktadır.Türkiye'nin ortak üyelik basvuru tarihi olan 1959'dan beri Türkiye'nin AB yolculugutarım sektörünü etkileyerek devam etmektedir. Uzun yıllardan sonra Türkiye 1999yılında AB Helsinki Zirvesi'nde resmi aday ülke olarak belirtilmistir. Bu noktadatarım faslıyla ilgili olarak Türkiye'nin AB mevzuatına uyumunun, üyeligini belirleyenfaktörlerden biri olacagı açıktır. Bu yüzden Türkiye'nin tarım sektöründe bir dizireform gerçeklestirilmistir.Bu tezin amaçları Türkiye'nin OTP'ye uyumunu degerlendirmek ve müktesebatıntarım faslının AB yolculugunda Türkiye için engelleyici bir unsur olmamasıgerektigini göstermektir. Bu baglamda Türk tarımının OTP ile uyumlu olarakgelisimine deginilecektir ve Türk tarımının OTP'ye uyumuna dair karsılastırmalı birçalısma sunulacaktır
