Abstract

Lejos de ser una contingencia coyuntural que debería evitarse a toda costa, como lo proclaman el simplismo analítico y las tendencias cínicas o desesperadas por actuar violentamente (hoy generalizadas) el desplazamiento masivo de hombres y mujeres, aunque de manera inconsciente, ha estado siempre en la base de la construcción, tanto del continente físico-espacial como del soporte político-cultural de las sociedades humanas. A partir del siglo XX, debido fundamentalmente al despliegue ya inevitable de la potencia imaginativa y crítica, que generan tanto su dinamismo como las complejidades socio-espaciales en las cuales convergen sus flujos de gente: las Ciudades contemporáneas, la asunción y el tratamiento consciente y reflexivo de los traslados poblacionales, se constituyen en el soporte fundamental de un proceso emancipatorio, que aboca la fundación de ciudadanías cosmopolitas, en una perspectiva renovadoramente democrática. Este artículo pretende dar elementos para sustentar esta forma de pensar el problema.ABSTRACTFar from being a contingency of the situation that should be avoided to all coast, as they proclaim it the analytic simplicity and the cynic tendencies or despaired to act violently (generalized today) the men and women massive displacement, although in an unconscious way, it has always been in the construction base, as much of the physical space continent as the political-cultural support of the human societies. Since the XX Century, due fundamentally to the unfolding already unavoidable of the imaginative and critical power that generates as much their dynamism as the partner-space complexities, where people flowing converges: the contemporary Cities, the assumption and the conscious and reflexive treatment of the populationals transfers, they are constituted in the fundamental support of an emancipating process that alludes the cosmopolitan citizenships foundation, in a restoring democratic perspective. This article pretends togive elements to sustain this form of thinking the problem.
