La Parapolítica en Casanare: un ataque a la democracia

Abstract

El presente trabajo explora la evolución del paramilitarismo en Colombia, desde sus primeros vestigios hasta su influencia en la política local, específicamente en la región de Casanare. Se hace referencia a lo que se conoce como la primera y segunda generación de este grupo armado, hasta llegar a la idea de una supra organización o federación de todos los bloques existentes dentro del territorio nacional conocidas como las Autodefensas Unidas de Colombia (AUC), que terminaría con un cambio de ideologías, encaminadas a la obtención del poder político, que terminó por ser la génesis de un fenómeno nacional electoral conocido como la Parapolítica. Sin embargo, algunos Bloques no se adhirieron a dicha idea, como fue el caso de las Autodefensas Campesinas del Casanare (ACC), quienes, a pesar de las diferencias, terminaron imitando el actuar de las AUC, y lograron apoderarse del poder político del departamento del Casanare, que terminó con la condena de alcaldes, gobernadores y congresistas, siendo el caso más conocido el Pacto de Casanare. Como quiera que las ACC ejercieron influencia únicamente en la dinámica regional, su alianza con el círculo político no tuvo la atención del País, sin embargo, al cumplirse 20 años de este suceso, este artículo busca analizar la influencia que tuvo este grupo armado en la democracia del departamento.

The present work explores the evolution of paramilitarism in Colombia, from its early vestiges to its influence on local politics, specifically in the Casanare region. Reference is made to what is known as the first and second generation of this armed group, until reaching the idea of a supra-organization or federation of all existing blocs within the national territory known as the United Self-Defense Forces of Colombia (AUC), which would end with a change in ideologies, aimed at obtaining political power, which ended up being the genesis of a national electoral phenomenon known as Parapolítica. However, some Blocs did not adhere to this idea, as was the case of the Peasant Self-Defense Forces of Casanare (ACC), who, despite their differences, ended up imitating the actions of the AUC, and managed to seize political power in the Casanare department, which ended with the conviction of mayors, governors and congressmen, the most well-known case being the Pacto de Casanare. Since the ACC only exerted influence on regional dynamics, their alliance with the political circle did not attract national attention. However, on the 20th anniversary of this event, this article seeks to analyze the influence that this armed group had on the democracy of the department.
