Políticas Activas de Mercado de Trabajo y Desarrollo Local: Análisis de Caso Granada (Meta - Colombia) 2012 – 2019

Abstract

Este trabajo tiene como objetivo analizar los efectos de la implementación de las Políticas Activas del Mercado de Trabajo -PAMT- en el desarrollo local del municipio de Granada (Meta - Colombia). Para esto, analiza el diseño e implementación de políticas activas relacionadas con el servicio público de empleo, la formación para el trabajo y la generación de empleo directo o indirecto en este municipio que fueron lideradas desde el Gobierno Nacional por el Ministerio del Trabajo y sus entidades adscritas, la Gobernación del Meta y la Alcaldía Municipal desde el gobierno regional, junto con otros actores como la Caja de Compensación Familiar del Meta -COFREM-. Esta investigación realiza un estudio de caso basado en categorías y subcategorías de análisis que toma fuentes de información secundaria, como resultado de la revisión de fuentes documentales, y fuentes primarias, específicamente entrevistas semiestructuradas a representantes de entidades involucradas en el proceso de la escala nacional, departamental y local, con una perspectiva tripartita: representantes de gobierno, trabajadores y empresarios. Se concluye que el diseño e implementación de políticas activas del mercado de trabajo tienen características de políticas públicas de arriba-abajo (top-down), con escasa participación de las entidades territoriales y entidades relacionadas con las PAMT, además, un bajo nivel de gobernanza territorial, que se expresa en pocas acciones por parte de los gobiernos locales en sus instrumentos de planeación (planes de desarrollo, planes estratégicos) y la integración con otros actores locales, que limitan los efectos positivos que pueden tener las PAMT en el mejoramiento de la calidad de vida de la población.

The objective of this document is to analyze the effects of the implementation of Active Labor Market Policies (ALMP) on local development in the municipality of Granada (Meta - Colombia). For this purpose, it analyzes the design and implementation of active policies related to the public employment service, job training and the generation of direct or indirect employment in this municipality that were led by the National Government through the Labor Ministry and its affiliated entities, the Governor's Office of Meta and the Municipal Mayor's Office through the regional government, together with other actors such as the Meta Family Compensation Fund -COFREM-. This research is a case study based on categories and subcategories of analysis that takes secondary information sources, as a result of the review of documentary sources, and primary sources, specifically semi-structured interviews with representatives of entities involved in the process at the national, departmental and local levels, with a tripartite perspective: representatives of government, workers and businessmen. It is concluded that the design and implementation of active labor market policies have characteristics of top-down public policies, with little participation of territorial entities and entities related to the ALMP, in addition to a low level of territorial governance, which is expressed in few actions by local governments in their planning instruments (development plans, strategic plans) and integration with other local actors, which limit the positive effects that the ALMP can have on improving the quality of life of the community.
