Abstract

El presente trabajo de extensión, tiene como objetivo formular un proyecto que permita a la Universidad Santo Tomás participar en convocatorias nacionales y de cooperación internacional, con la intención de obtener por este medio recursos humanos, técnicos y/o financieros, destinados a la implementación de huertas urbanas y periurbanas como medio de seguridad alimentaria en comunidades socioeconómicamente vulnerables. El planteamiento del presente trabajo surge de identificar la problemática a la que se enfrentan los hogares de jefatura femenina, cuyos ingresos han disminuido como consecuencia de los desfavorables escenarios potenciados en pandemia por COVID-19; en este contexto se ha evidenciado que la brecha laboral se ha ampliado, se han aumentado las cifras de pobreza a nivel nacional y así mismo se ha acrecentado la inseguridad alimentaria. La formulación es ejecutada a través de la metodología de marco lógico, resaltando la naturaleza social del proyecto y la necesidad de abordarlo desde la problemática y los factores que la intervienen, hasta la identificación de las alternativas y selección de la más pertinente como medio de solución. Como resultado del presente esfuerzo, se ha logrado un documento que cumple con los criterios técnicos y de calidad, según la Agencia Presidencial de Cooperación Internacional (2012), exigidos en convocatorias nacionales y de cooperación internacional. Como discusión final, se espera el presente diseño de proyecto sea validado por medio de la ejecución de las metodologías y medios de verificación propuestos, y sea este un referente en la implementación de huertas agroecológicas urbanas y periurbanas.

The objective of this extension work is to formulate a project that allows the Santo Tomás University to participate in national and international cooperation calls, with the intention of obtaining by this means human, technical and/or financial resources, destined for the implementation of urban and peri-urban gardens as a way of food security in socioeconomically vulnerable communities. The approach of this work arises from identifying the issue faced by female-headed households, whose income has decreased as a result of the plights enhanced by the COVID-19 pandemic; in this context, it has been shown that the labor gap has widened, poverty figures have increased at the national level and food insecurity has also increased. The formulation is executed through the logical framework methodology, highlighting the social nature of the project and the need to address it from the problem and the factors that are interfering, to the identification of alternatives and the selection of the most pertinent as a way of solution. As a result of this effort, it has been achieved a document that fulfill the technical and quality criteria, according to the Presidential Agency for International Cooperation (2012), required in national and international cooperation calls. As a final discussion, it is expected that this project design will be validated through the execution of the proposed methodologies and ways of verification, furthermore that this will be a benchmark in the implementation of urban and peri-urban agroecological gardens.
