Abstract

El crecimiento territorial desbalanceado que se ha experimentado en la ciudad de Bogotá desde hace 50 años aproximadamente, donde coexisten áreas muy dinámicas con otras fuertemente rezagadas en términos socioeconómicos, habitualmente ubicadas en la periferia urbana. Este desequilibrio se manifiesta en la insuficiente oferta de servicios, puestos de trabajo, zonas verdes, espacios públicos y comunales, de igual manera el uso del suelo, que es muy desigual para las distintas áreas de la ciudad y que no necesariamente están correlacionados con la localización de la población. El proyecto abarca desde la arquitectura como solución a uno de los muchos problemas que enfrenta la ciudad. El concepto de “ciudad de 15 minutos” fue propuesto por Carlos Moreno, director de ciencia y catedrático de emprendimiento de Territorio e Innovación de la Universidad de la Sorbona de París (ETI). Este concepto de ciudad va en dirección opuesta a la planificación urbana de los últimos 100 años que separaba el espacio residencial del trabajo, el comercio minorista, la industria y el entretenimiento. Para ello es fundamental la descentralización, es decir que la ciudad debe tener múltiples centros para satisfacer las funciones básicas: habitar, trabajar, hacer las compras, cuidarse física y mentalmente, educarse y disfrutar. (Llorente, 2020, pag.1). El proyecto busca implementar y enfatizar los medios de transporte no motorizados e individuales que generen una disminución en la emisiones de CO2; planificar los espacios de permanencia con accesibilidad universal y lograr que los espacios de conexión pública tengan características físicas que puedan brindar calidad, comodidad y seguridad. Los principales elementos de la estructura ecológica se articulen con el espacio público permanente para complementar la función de red del sistema de espacio público de la ciudad.

The unbalanced territorial growth that has been experienced in the city of Bogota for approximately 50 years, where very dynamic areas coexist with others that lag far behind in socioeconomic terms, usually located in the urban periphery. This imbalance is manifested in the insufficient supply of services, jobs, green areas, public and communal spaces, as well as land use, which is very unequal for the different areas of the city and which are not necessarily correlated with the location of the population. The project embraces architecture as a solution to one of the many problems facing the city. The concept of the “15-minute city” was proposed by Carlos Moreno, Director of Science and Professor of Entrepreneurship of Territory and Innovation at the Sorbonne University in Paris (ETI). This city concept goes in the opposite direction to the urban planning of the last 100 years that separated residential space from work, retail, industry and entertainment. Fundamental to this is decentralization, meaning that the city should have multiple centers to satisfy basic functions: living, working, shopping, physical and mental care, education and enjoyment. (Llorente, 2020, p.1). The project seeks to implement and emphasize non-motorized and individual means of transportation that generate a decrease in CO2 emissions; plan spaces for permanence with universal accessibility and ensure that public connection spaces have physical characteristics that can provide quality, comfort and safety. The main elements of the ecological structure are articulated with the permanent public space to complement the network function of the city’s public space system.
