De la gobernabilidad a la gobernanza del agua: reflexión para el acceso al agua en Colombia en el marco de los ODS

Abstract

Este artículo de reflexión, es un análisis de los escenarios de gestión para el acceso al agua desde un contexto estatal y comunitario en Colombia, en el marco internacional de los Objetivos de Desarrollo Sostenible (ODS). Se aborda un panorama internacional en el que se concibe el agua como un recurso sujeto a mercantilización, así como de derecho humano por diferentes causas sociales. Paralelamente, a nivel nacional se identificaron distintas lógicas de accesibilidad y manejo del agua, sujetas a diferentes formas de concepción de la misma: en el marco estatal, desde la gobernabilidad como un recurso natural, y en el marco comunitario, desde los casos de estudio de Rovira - Tolima y Patía - Cauca, como un bien común. Finalmente, este artículo por medio de un planteamiento metodológico cualitativo, que aplicó como herramientas investigativas, entrevistas semi-estructuradas y análisis documental, propone ante la notable diferenciación de las nociones, percepciones y acciones identificadas, la gobernanza del agua como modelo equilibrado y horizontal para la toma de decisiones dentro de la gestión para el acceso al agua en Colombia, en aras de alcanzar progresivamente los ODS.

This reflection article is an analysis of the management scenarios for access to water from a state and community context in Colombia, within the international framework of the Sustainable Development Goals (SDGs). An international panorama is approached in which water is conceived as a resource subject to commodification, as well as a human right for different social causes. At the same time, at a national level, different logics of water accessibility and management were identified, subject to different ways of conceiving it: in the state framework, from governability as a natural resource, and in the community framework, from the case studies Rovira - Tolima and Patía - Cauca, as a common good. Finally, this article through a qualitative methodological approach, which was applied as investigative tools, semi-structured interviews and documentary analysis, proposes before the notable differentiation of the notions, perceptions and actions identified, water governance as a balanced and horizontal model for decision-making within management for access to water in Colombia, in order to progressively achieve the SDGs.
